Mr. Howard’s biography, written by Howard Medholdt,  is taken from the introduction to the Cecil County Almanac.

It is appropriate that all who read this almanac know something of the man whose ideas and efforts created it. Mr. Howard was born in Childs, Cecil County, Maryland, January 25, 1885.  After his 1905 graduation frown Washington College, Chestertown, Maryland, he spent five years as a teacher and educator. At the end of this five years experience, he decided he would prefer a career in business. For the next 39 years, from 1911 to his retirement in 1950, he occupied positions of increasing executive importance with E. I. DuPont de Nemours Company.

Until his death in Elkton, December 3, 1973, his interests were varied and his accomplishments many. For more than 30 years, he served on the Board of Visitors and Governors of his alma mater, Washington College, where he established a scholarship for Cecil County students and endowed a chair in English Literature. In 1970, the college expressed appreciation of his long and constructive service by awarding him the honorary degree of Doctor of Humanities.

Among his many civic activities, he was instrumental in the successful revival of the Historical Society of Cecil County. He served as Historian and Editor-Publisher of the Society's Bulletin. In addition, he was instrumental in the restoration of several old church buildings in Cecil County. In 1955, he was a central figure in the establishment of the Cecil County Library. He donated a wing to the Library to provide, in part, an office and gallery display space for the Historical Society of Cecil County. He also sponsored the Union Room at the Maryland Historical Society in Baltimore.
